A carrier's training lead works to three calendars. Why insurance training is hard to prove

Under Model 275 the insurer confirms annuity training before a producer sells, so the evidence has to reach the sales system, not an inbox.

Medicare plans and their FMOs must train and test every agent each year, with an 85 percent pass mark, in a few crowded weeks.

California wants orientation within 90 days and records naming each participant, while New Jersey allows 180 days and then sets minimum hours each year.

New adjusters study for a license while learning the claims system, estimating and how to talk to a policyholder after a loss.

Which insurance rules create training work
Most insurance training starts with a rule that states adopt. The NAIC Suitability in Annuity Transactions Model Regulation (Model 275) requires a one-time four-credit training course for producers who sell annuities, and says an insurer "shall verify that a producer has completed the annuity training course" before that producer sells its annuity products. Section 6C adds that the insurer shall provide product-specific training on all material features of its annuities. The carrier verifies the first course but builds the second itself, which is where an LMS fits.
Medicare Advantage organizations must train and test agents every year, and 42 CFR 422.2274 requires agents to score 85 percent or higher on all forms of testing. The CMS 2027 agent and broker training and testing guidelines add that agents must be "tested independently" and that plans keep evidence of completion for CMS.
Claims and SIU teams answer to state anti-fraud rules. California's 10 CCR 2698.39 requires anti-fraud orientation within 90 days of hire, annual in-service training for integral anti-fraud staff and five hours a year for SIU personnel, with records made at the time that list the instructor, the length and each participant's name and job title. New Jersey's N.J.A.C. 11:16-6.5 sets a 180-day window and yearly minimums of nine hours for SIU staff and two hours for claims and underwriting personnel. The NAIC Insurance Data Security Model Law (#668) asks licensees for cybersecurity awareness training, and 31 CFR 1025.210 requires ongoing AML training where an insurer issues covered products.
Producer CE is separate. The NAIC State Licensing Handbook describes 24 credits per two-year period, three of them in ethics, with self-study exams "proctored by a disinterested third party." Those credits are tracked and reported through state systems and CE vendors, not a general LMS.
Product training for producers you do not employ
Carriers and IMOs mostly train people they do not employ. Create an organization for each agency, IMO or BGA, give its principal a manager view, and let producers sign in with an email one-time code or an SMS code instead of a company account. A product course can combine interactive video, an illustration-software walkthrough recorded in the Recording Studio and a short knowledge check. The certification test runs in the Test Center, and a pass issues a certificate and fires a certificate-issued webhook. Your sales or appointment system can listen for it before marking the producer ready to sell. Annual certifications and compliance cycles
Give each annual anti-fraud, AML or cybersecurity course a 12-month certificate validity. It shows as expiring soon in the last 30 days, an automation emails the learner, and retaking the course renews it. Test Center certificates do not expire, so treat each Medicare season as its own exam, such as a 2027 plan year certification, built from a question pool with proctoring switched on and a pass mark of 85 percent (we will show you the pass mark setting in a demo). Licensing schools and secure finals
Texas is the clearest case. The TDI adjuster prelicensing course rules call for 40 hours, a final passed at 70 percent or higher, "a disinterested third party" monitoring the final "in a visual environment" and exam results kept for four years. Wisconsin requires a proctored exam for asynchronous prelicensing and allows remote proctoring when the proctor meets its affidavit criteria. Where LMS Advisor stops
LMS Advisor is not a producer compliance system. It does not track CE hours by state, manage licenses or appointments, or report completions to insurance departments, NIPR, Sircon or CMS, so pair it with Sircon, AgentSync, RegEd or your CE vendor. It is not an approved CE or prelicensing provider, ships no insurance courses and does not replace AHIP training or the four-credit annuity course.
