What OSHA 1926 asks construction employers to keep

The baseline is 29 CFR 1926.21(b)(2): instruct each employee in recognizing and avoiding unsafe conditions and the regulations that apply to their work. Individual standards then decide what the record has to show. The fall protection rule, 1926.503(b), calls for a written certification record with the employee's name, the training dates and the signature of the trainer or the employer, and the latest certification must be kept. Crane operators need an employer evaluation document with the evaluator's name and signature, the date and the equipment used, available at the worksite, under 1926.1427(f)(6).

Two OSHA letters shape the format questions. A 2014 interpretation, written about lockout/tagout training certification, accepts electronic certification when the system holds the required elements plus a component that certifies the training occurred, without a wet signature. Check with your safety counsel before you apply it to fall protection records. A 2019 interpretation says online, self-paced training can be part of a program, as long as workers can reach a qualified trainer and hands-on practice happens where the standard calls for it. The stakes are public. Five of OSHA's FY2025 top 10 cited standards are construction rules, with fall protection training itself at number 7. Serious violations carry penalties up to $16,550 each in 2026, according to OSHA's penalty memo. The Hazard Communication rule also gives employers until November 20, 2026 to provide any additional training needed for substances.

Safety training for your own crews

Start with a branch per region, groups for crews and projects, and manager views for superintendents. Build a course per standard your trades face, set the course certificate validity to your refresher cycle, and assign it with a due date and a mandatory flag. An attendance session with QR check-in turns a toolbox talk into a dated attendance record. For the 1926.503(b) signature, confirm in a demo how your certificate or export will show who conducted the training. Orientations for subcontractor workers

Under OSHA's multi-employer citation policy, a controlling employer must exercise reasonable care to prevent and detect violations on the site, including by other companies' workers. Give each subcontractor its own organization with a manager view for its foreman, record the superintendent's site walk once with timestamped questions, and hold site rules in required blocks. A certificate with a public verification page issues on completion. In New York City, Local Law 196 requires 40 hours of Site Safety Training for workers and 62 for supervisors on most major sites. Those SST cards come through DOB-approved providers, not through us.

Apprenticeship instruction and contractor CE

For registered apprenticeships, 29 CFR 29.5 recommends at least 144 hours of related instruction per year, accepts electronic media the registration agency approves and asks for progress records. Chapters and group sponsors can run one course per year with lesson minimum time, live evening classes with attendance and proctored end-of-level exams. OJT hours and RAPIDS stay in apprenticeship software.

Contractor CE is state by state. Florida's section 489.115 requires at least 14 classroom hours of at least 50 minutes each per renewal, from courses and providers the board approves. Which OSHA construction standards require a written training certification record?
Fall protection is the clearest case: 1926.503(b) requires a written certification record with the worker's name, training dates and the trainer's or employer's signature. Crane operators need a signed employer evaluation document kept at the worksite. The scaffold rule requires qualified or competent-person training but no written certification record.
Does an online course satisfy OSHA construction training requirements?
