Insurance agent training software for agencies, carriers and IMOs

Onboard new agents, deliver carrier product training to producers you do not employ, and run certification tests with records an insurer can verify.

Insurance agent training software is the platform an agency, carrier or IMO uses to onboard agents, train producers on products, and test and certify them with records an insurer can check. LMS Advisor is our top pick for organizations that must prove it: onboarding courses with due dates, a space per agency, proctored certification tests and webhooks that tell your sales system who may sell.

This guide is for training and distribution leaders at captive carriers, large agencies and brokerages, annuity carriers selling through independent producers, and IMOs, FMOs and BGAs that run certification seasons. It covers what agent training must include in 2026, a 90-day onboarding plan, training producers you do not employ, tests that hold up, records and a comparison of options. LMS Advisor is our platform, so we say plainly where it stops: it does not track CE credits, report to states or NIPR, or replace your licensing vendor. We have spent years building, fixing and migrating LMS platforms, and the advice below comes from that work. For the wider picture across carriers, claims and schools, see our insurance LMS overview.

What does insurance agent training have to cover in 2026?

Agent training is four layers with different owners, and mixing them up is how a platform gets bought for the wrong job. The Bureau of Labor Statistics projects about 43,100 openings a year for insurance sales agents, who must be licensed and keep up through continuing education, so most agencies are onboarding someone right now.

Licensing and prelicensing: bought content, owned schedule

Almost nobody writes their own prelicensing course. Agencies license it from a vendor, and the state sets the hours. Wisconsin, for example, requires 20 hours of prelicensing education before the state exam, and applicants in asynchronous courses must also pass a proctored course exam, with remote proctoring allowed when the proctor meets the state's affidavit criteria. What the agency owns is the schedule: when the new hire studies, when they sit the exam and what they do in the meantime.

Carrier and product training the insurer must verify

Annuities carry the clearest rule. The NAIC Suitability in Annuity Transactions Model Regulation (Model 275) says a producer who sells annuities "shall complete a one-time four (4) credit training course," and that "an insurer shall verify that a producer has completed the annuity training course" before letting the producer sell that insurer's annuities. Section 6C separately requires the insurer to provide product-specific training and materials that explain all material features of its annuity products.

States adopt the model with their own details. The Ohio Department of Insurance gave producers who had completed the earlier annuity training six months to take the new course, and says producers without it must finish the training before they sell annuities. FINRA-registered producers are covered too. California requires eight hours of initial annuity training and four hours before each license renewal, and its September 2024 notice says existing agents renewing after July 1, 2025 must complete the updated four-hour best interest course. Those general courses come from approved CE providers. The product-specific training is the carrier's own, and that is the part an LMS like ours is built to deliver and test.

Annual certifications: Medicare plans, annuities, LTC partnership, flood

Medicare Advantage organizations must, under 42 CFR 422.2274, train and test agents and brokers every year on Medicare rules and the plan products they will sell, and agents must "achieve an 85 percent or higher on all forms of testing." The CMS 2027 agent and broker training and testing guidelines extend this to employed, subcontracted and downstream agents, require that agents are "tested independently," and expect plans to keep tools, exams, policies and evidence of completion available to CMS on request.

Long-term care partnership sales add another verification duty. In North Carolina, producers need eight hours of Partnership CE before selling a Partnership policy and four hours every biennial compliance period, and insurers must verify their appointed agents meet it by keeping certificates or transcripts, and produce those records within 30 calendar days of a request. Flood is simpler: FEMA's state training page explains that federal law requires minimum training for agents who sell flood policies, which states typically implement as a one-time three-credit CE course.

Ongoing CE: tracked elsewhere, supported here

The NAIC State Licensing Handbook describes 24 CE credits per two-year compliance period, three of them in ethics, with self-study exams proctored by a disinterested third party and nonresident producers meeting CE through their home state. Those credits belong in a CE tracker, not in your training LMS.

How do you onboard a new insurance agent in the first 90 days?

Our onboarding training plan template covers the general shape. For insurance, the order is set by the license: nothing sells until the exam is passed and the appointment is in place.

Weeks 1 to 3: licensing prep and exam

The new agent studies the licensed prelicensing course and sits the state exam. In LMS Advisor, put a short course next to it: how the agency supports exam prep, who to ask, and a knowledge check or two. If your licensing vendor provides SCORM, xAPI or cmi5 packages, they upload as lessons. If not, link to the vendor portal from that course.

Weeks 3 to 6: systems, quoting and documentation

Vendors do not sell this part. Record quoting, rating and agency management system walkthroughs in the Recording Studio, then add chapters and checkpoint questions with interactive video. Documentation habits that protect against E&O claims, such as noting declined coverage, suit a short interactive module with required blocks, so nobody jumps straight to the quiz.

Weeks 6 to 12: product certifications and supervised sales

Once licensed and appointed, the agent takes product courses and tests for each line, then starts supervised sales. Assign each course with a due date and a mandatory flag. Overdue reports show managers who is behind, and automation emails follow up with anyone who never started or stalled mid-course. Group the courses in a learning path so agents see the order. Paths hold courses only, so certificates come from each course or exam.

Captive storefronts versus independent agencies

A captive carrier usually runs one program for every storefront, with branches for regions and a manager view per office. An independent agency trains its own staff and relies on each carrier for product training.

How do you train independent producers you do not employ?

Carriers and IMOs spend most of their training effort on people outside their payroll and directory. That is an extended enterprise problem, and it needs different handling from employee training.

One organization per IMO, agency or BGA

Create an organization for each distribution partner and give its principal or training contact a manager view. They see their own producers' progress and nobody else's. Branches and groups handle regions, product lines or cohorts within a partner.

Candidate portal access without company accounts

Independent producers do not have your SSO. For certification tests, the Test Center has its own candidate portal: invite producers by email and they sign in with a one-time code, with no course enrollment needed. For courses, producers can sign in with a one-time code by SMS or WhatsApp, in a browser or in the iOS and Android app on their own phone. Employees keep SAML SSO and SCIM provisioning.

Product-specific courses and short certification tests

A good product course is short and concrete: how the crediting method works, what the surrender schedule means for a client, which disclosures to give. AI tools can draft lessons and questions, and AI drafts are never published automatically, so your compliance reviewer checks them first. A branded AI Tutor answers producers' questions from the course content, and both can be switched off. Finish with a Test Center exam built from a question bank.

Sending ready-to-sell status to the sales system

On a pass, the platform issues a certificate with a public verification page and fires a certificate-issued webhook. Your sales, appointment or CRM system can listen for it and mark the producer ready to sell. Before you build on it, confirm in a demo that the webhook data includes the identifiers your system matches on, such as the producer's email and the course or exam. If your CRM is HubSpot or Zoho CRM, the built-in CRM sync can write the certificate to the producer's contact instead. Other CRMs and agency management systems have no packaged connector, so plan a small integration against the webhook or REST API. If your carrier already uses RegEd's shared annuity platform for industry-wide course reporting, keep it for that job and use LMS Advisor as your own branded academy for product training.

What makes an agent certification test hold up to carrier and CMS review?

A certification test is only as good as your answer to one question: how do you know this producer took it, alone, and passed?

Pass marks, question pools and retake policy

Medicare plan tests need 85 percent, so ask us to show the pass mark setting on a Test Center exam in your demo. Build the exam from a question pool larger than the test, tag questions by difficulty level, and write down your retake policy before the season opens (ask us how retakes work). Essay and file-upload questions in exams are screening items and do not count toward the score, so keep the scored part to objective question types.

Independent testing with native proctoring

CMS wants agents tested independently. Native proctoring is set per exam and can include webcam snapshots with AI face monitoring that flags no face or more than one face, screen snapshots, fullscreen lockdown, blocked and logged copy, paste and tab switching, ID photo capture, single-session and device lock, virtual machine detection and an honesty pledge. Proctoring applies to Test Center exams, not to lesson viewing. It also does not replace a live proctor where a state rule requires one.

Evidence trail and disputes

Proctoring flags and snapshots are kept in an evidence trail for reviews and disputes. When a producer disputes a result, or a plan has to show CMS how testing was controlled, a reviewer checks the attempt itself. Treat flags as signals for a person to review, not automatic failures.

What records and integrations do you need?

What a carrier audit asks for

Expect requests for who completed which product training, when, with what score, and whether they sold before that date. Model 275 leaves record retention to each state, so check your state's rule and our training records retention table.

Exports, audit logs and retention settings

Filterable report views export to CSV, Excel or PDF. The platform keeps audit logs and has data retention settings. Ask us in a demo which events the audit logs capture and which data types the retention settings cover, then match both to your state's record rule. Certificates and their verification pages cover the certificate side.

Where CE trackers and AMS fit

LMS Advisor has no CE-credit ledger and does not report to states, NIPR, Sircon or CMS. Keep licenses, appointments and CE in Sircon, AgentSync, RegEd or your CE vendor, and send completions from LMS Advisor to your agency management system or tracker with webhooks (enrollment, completion, certificate issued) or the REST API.

How does insurance agent training software compare?

These tools solve different parts of the problem. Most organizations end up with a licensing vendor, a CE tracker and one platform for their own training and tests.

LMS Advisor: best overall for carriers, agencies and IMOs that train and certify producers. It combines onboarding courses, partner organizations, a candidate portal, native proctoring and certificate webhooks. You bring the content and a CE tracker.

ExamFX for Business: best for prelicensing content. It covers life, health, P&C, Medicare Supplement and LTC, variable products and adjuster licensing across 50+ states, with a manager dashboard and "behavior alerts with built-in remediation recommendations."

Kaplan Financial Education: best for licensing delivered live or on demand. Its business page offers live, online and OnDemand formats but publishes no platform detail.

RegEd: best for shared annuity training reporting. Its annuities training platform assigns carrier-specific courses to producers and reports completions to multiple carriers, and its CE program management product handles attendance, electronic certificates and providership approvals.

AgentSync Learn: best for CE deadline tracking. An add-on to AgentSync Manage for agencies and MGAs using WebCE, with state-specific CE timelines.

Trainual: best for small agencies writing procedures. It ranks itself best overall in its own insurance agency list and offers quizzes, e-signatures and progress tracking. AcademyOcean is another option if you want branch portals with regional content and multilingual courses.

How do you set up insurance agent training in LMS Advisor?

This is the order we suggest for an insurance rollout:

  1. List every training layer: licensing, onboarding, product, annual certifications, compliance and CE.
  2. Mark which obligations the carrier must verify before a sale (annuity, LTC partnership, Medicare plan tests).
  3. Decide who owns CE tracking and reporting: Sircon, AgentSync, RegEd or your CE vendor.
  4. Create organizations for each agency, IMO or office and assign managers.
  5. Pick login routes: SSO and SCIM for employees, one-time codes for producers.
  6. Build a 90-day onboarding sequence with a due date per course.
  7. Write product courses and set a pass mark for each certification test.
  8. Turn on proctoring only for tests that must be taken independently.
  9. Configure certificate templates and the certificate-issued webhook to your sales system.
  10. Set retention periods and a monthly export of completions.

If you want to see a producer organization, a proctored product test and the webhook that marks an agent ready to sell, book a demo and bring one real product course.

Which setup fits your organization?

Captive carrier with storefront agents

Branches per region, groups per role, SSO and SCIM, and one onboarding program with due dates that office managers check weekly.

Independent agency or brokerage with many offices

A branch per office, your own systems and sales courses, and a monthly export of who is ready for which line.

Life and annuity carrier training independent distribution

An organization per IMO or agency, product courses per annuity, certification tests in the Test Center and the certificate-issued webhook feeding your sales system. The four-credit course stays with your CE route.

IMO or FMO running certification season

A new exam each plan year passed at 85 percent, email invitations through the candidate portal, candidate broadcasts for deadlines and proctoring set for independent testing. Under ten staff with no outside producers? A checklist tool may be all you need.

Where LMS Advisor falls short

  • It does not hold licenses, appointments or CE credits and does not report to states, NIPR or Sircon.
  • It is not an approved CE or prelicensing provider and ships no annuity four-credit, AHIP or prelicensing courses. Those stay with your vendors, and you can link to them or upload licensed packages.
  • CRM sync covers only HubSpot and Zoho CRM, agency management systems connect through the REST API and webhooks, and there are no commission, quoting or e-app features.
  • Learning paths bundle courses only, not exams, and give no path certificate.
  • There are no deadline reminder emails. Use due dates and overdue reports instead.
  • Exam certificates do not expire, so model annual cycles as a new exam or a course certificate with a validity period.

Frequently asked questions

What is the best training software for insurance agents?

LMS Advisor is our top pick for agencies, carriers and IMOs that need to onboard agents, deliver their own product training and certify producers with tests that hold up. LMS Advisor is our platform. Pair it with a licensing vendor and a CE tracker. A small agency that mainly needs written procedures may prefer Trainual.

How do carriers verify annuity training before a producer sells?

Under Model 275 the insurer must confirm the producer finished the four-credit annuity course before the first sale, usually through CE provider records or a shared platform such as RegEd. Product-specific training is the carrier's own, and a certificate-issued webhook from LMS Advisor can mark the producer ready in your sales system. Our post on annuity best interest training requirements goes into the rule.

Can independent producers take our product training without a company login?

Yes. Test Center exams use a candidate portal with email one-time codes, and course access can use one-time codes by SMS or WhatsApp. Each partner agency or IMO gets its own organization and manager view.

Does LMS Advisor track insurance CE credits or report to NIPR or Sircon?

No. It has no CE-credit ledger and does not report to states, NIPR, Sircon or CMS. Use Sircon, AgentSync, RegEd or your CE vendor, and send completions there by export, webhook or API.

Can we import ExamFX or Kaplan prelicensing content?

Only if the vendor supplies it as SCORM, xAPI or cmi5 packages under your license, which you need to confirm with them. Otherwise, link to their portal from your onboarding course and track your own onboarding courses in LMS Advisor.

How long should new insurance agent onboarding take?

Plan for about 90 days: licensing in the first few weeks, systems and documentation next, then product certifications and supervised sales. Timing depends on your state's prelicensing hours and appointment speed.

Is LMS Advisor right for a small independent agency?

Usually not if you have fewer than ten staff and no outside producers, where a checklist or SOP tool is quicker. It fits once you run several offices, train producers you do not employ or need proctored tests.
