Annuity best interest training requirements: what insurers must verify

The 4-credit course is the producer's job. Verifying it before the first sale, and training producers on every annuity you issue, is the insurer's. Here is what to keep.

Short answer: Annuity best interest training requirements come from NAIC Model 275 as each state adopts it. A producer completes a one-time 4-credit annuity course (or a 1-credit update if already trained under the old rule) before selling, and the insurer must verify it first. The insurer must also give producers product-specific training on each annuity. California adds 8 hours up front and 4 before each renewal.

LMS Advisor is our top pick for the insurer's half of that job. You publish one course per annuity with a scored knowledge check, a certificate issues on pass with a public verification page, and a certificate-issued webhook can notify your order or suitability system that the producer finished (your team builds the receiving side). The state 4-credit course still comes from an approved CE provider, and the state CE record stays with that provider.

Most content on this topic is written for producers shopping for a 4-hour course. This post is for the other side of the table: carrier distribution compliance, IMO and BGA operations, and agency compliance officers who have to prove two things before an application is accepted. One, the producer took the state course. Two, the producer was trained on this specific product.

What does NAIC Model 275 require for annuity training?

NAIC Model Regulation 275, Suitability in Annuity Transactions, was revised to a best interest standard in 2020. States adopt it on their own schedules, sometimes with changes, so the model is the pattern and your state's regulation is the rule. It creates two training duties that land on different people.

The producer's 4-credit course or 1-credit update

Section 7 says: "A producer who engages in the sale of annuity products shall complete a one-time four (4) credit training course," approved by the state insurance department and taken from an approved education provider. The course covers annuity types and classifications, the parties to an annuity, how product features affect consumers, income taxation of qualified and non-qualified annuities, primary uses, and the standard of conduct, sales practices, replacement and disclosure requirements.

Producers who completed approved annuity training under the earlier version of the model can instead take "an additional one-time one (1) credit training course" on the new sales practice, replacement and disclosure rules. Producers who already hold a life line of authority on the regulation's effective date get six months to complete it. Courses "may be conducted and completed by classroom or self-study methods," under the state's CE approval rules, which is why the 4-credit course is a CE product sold by approved providers.

The insurer's product-specific training

Section 6C puts a separate duty on the carrier: "The insurer shall provide product-specific training and training materials which explain all material features of its annuity products to its producers." This is not a CE course. It is your own training on your own contracts: surrender schedules, riders, crediting methods, fees, index options. Section 6 also requires a supervision system "reasonably designed to achieve the insurer's and its producers' compliance," and in practice product training is one of the things that system has to show.

Verification before the first sale

The sentence carriers get examined on: "An insurer shall verify that a producer has completed the annuity training course required under this subsection before allowing the producer to sell an annuity product for that insurer." The model lets the insurer satisfy this by collecting certificates of completion or by using reports from commissioner-sponsored databases or a reliable commercial database vendor with a reporting arrangement with approved providers.

Read that carefully. The verification duty in Section 7 covers the state course. The model does not use the same verification wording for product-specific training, but Section 7 does require producers to comply with the insurer's standards for product training, and we recommend treating "trained on this product" as a gate in the order system anyway. If a complaint lands on a replacement sale, "we offered training" is a weak answer next to "this producer passed the product check on this date, for this version."

How do state annuity training rules differ?

Most states follow the model closely. The differences that matter for a carrier are hours, deadlines for existing producers and whether the course repeats.

California: 8 hours, then 4 before each renewal

California is the outlier. It requires "initial eight-hours and four-hours of annuity training prior to each license renewal." The best interest version took effect January 1, 2025, and the California Department of Insurance notice of September 19, 2024 says existing agents renewing after July 1, 2025 must complete the new four-hour course. For a carrier, that means California producers need a recurring check tied to their renewal date, not a one-time flag.

Ohio and Washington

The Ohio Department of Insurance adopted the revision in OAC 3901-6-13 on February 14, 2021. Producers trained under the prior model complete either a new four-credit course or the one-credit course, producers with a life line of authority have six months, and new producers train "before engaging in the sale of annuities." Ohio also says plainly that the rule covers "all producers who engage in the sale of annuities, including those registered with FINRA." Washington's OIC requires the one-time four-hour course before selling (WAC 284-17-265, updated January 1, 2024 for best interest) and lists long-term care and flood as separate product education requirements.

New Jersey and New York

New Jersey was the late adopter. A CE provider's blog reports an effective date of April 21, 2025, with a 1-hour update due by October 21, 2025 for producers already trained. The blog cites no Department of Banking and Insurance bulletin or regulation, and we could not confirm those dates with NJ DOBI as of September 2026, so check the current rule with NJ DOBI before you build a rule around it. New York runs its own best interest regulation rather than the NAIC model. We have not summarized it here, so treat New York as a separate review.

What should a producer annuity training file contain?

A producer file is the proof, per producer and per carrier, that both duties were met before the first sale. Model 275 leaves the retention period in brackets for each state to fill in, so your state's number applies. Our post on training records retention requirements covers how to set a schedule when rules differ.

  • The producer's resident state and that state's best interest effective date
  • The 4-credit or 1-credit certificate: provider, course number, completion date
  • For California producers, the 8-hour record and each 4-hour renewal course
  • Product-specific training per product and per version, with date and score
  • The date annuity sales were allowed, and who or what system allowed them
  • LTC partnership and flood training where you sell those lines

Reciprocity for nonresident producers

Model 275 says satisfying "the training requirements of another state that are substantially similar" counts. So a nonresident producer's home-state course usually satisfies your state's course requirement. Record which state's course you accepted. It is the question an examiner asks when a producer's file shows a certificate from a state you do not write in.

How do insurers run product-specific training at scale?

Independent distribution is where this gets hard. A carrier may have thousands of appointed producers across dozens of IMOs, none on the carrier's email or HR system, and a product shelf that changes every rate season.

One course per product, updated when the product changes

Build one short course per annuity contract, not one long "our annuities" course. When a rider or surrender schedule changes, you republish that course and record the version. The failure mode we see is the opposite: a single deck updated in place, with no way to say which version a producer saw in March.

A short knowledge check or test

Ten to fifteen questions on material features, with a pass mark, turns "viewed the PDF" into "understood the surrender schedule." Keep questions practical. Ask what happens to a client who surrenders in year three, not which page the fee table is on.

Sending completion to the order or suitability system

The training record only protects you if the new-business system checks it. One common route is RegEd's Annuities Training Platform, a shared platform for state suitability and carrier product training. As of September 2026 RegEd says "carrier-specific courses are easily assigned to producers" and "course completions are quickly and easily reported to multiple carriers." That shared model is useful because producers train once and many carriers see it. Carriers that want their own branded academy, their own tests and their own data tend to run product training in-house and feed completions to new business by API.

Annuity carriers often write other lines with their own training gates, and they belong in the same producer file.

  • Long-term care partnership. The North Carolina DOI partnership FAQ requires eight hours of partnership CE before selling and four hours every biennial compliance period, and says insurers "shall verify that their appointed agents" meet it, keep certificates or transcripts, and produce records to the Commissioner within 30 days on request.
  • Flood. Section 207 of the Flood Insurance Reform Act of 2004 required FEMA to set minimum training for agents who sell flood policies. The FEMA NFIP agent site lists state requirements, typically a one-time three-credit course.
  • AML for covered products. 31 CFR 1025.210 requires "on-going training of appropriate persons" in an insurer's AML program for covered products, and lets the insurer rely on training agents received from another insurer or a competent third party, if it verifies it. Our BSA/AML training program guide covers the program side.

How to run annuity product training in LMS Advisor

LMS Advisor is our platform, so weigh that, but here is why we rank it first for carriers and IMOs that own their product training. It keeps the product course, the test, the certificate and the evidence in one place, and it reaches producers who will never be on your SSO. Our insurance LMS overview and the guide to insurance agent training software cover the wider program.

StepHow it runs in LMS Advisor
Organize distributionAn organization per IMO, BGA or agency, groups per product line, manager views for each organization's admins. Producers can sign in with a phone one-time code by SMS or WhatsApp, Google sign-in or your SSO
Build product coursesInteractive modules with required blocks, a lesson minimum time and sequential progression. AI can draft from your product guide, and drafts are never published until someone reviews them
Version productsRepublish the course when a rider changes, and keep an exported copy of each version as delivered
Test understandingA course quiz with a pass mark, or a Test Center exam with question pools when you want a harder gate
Prove itAutomatic certificate on pass with a public verification page, then CSV, Excel or PDF exports, audit logs and retention settings
Gate salesThe certificate-issued or completion webhook, or the REST API, feeds your order or suitability system, which your team configures to block sales until the record arrives

How it compares with the tools carriers usually look at, as of September 2026:

OptionBest forWhat it does not do
LMS Advisor (our platform, top pick)Carrier or IMO product training and tests you own, with certificates, webhooks and self-hostingDoes not deliver the state 4-credit course or track CE by state
RegEd Annuities Training PlatformShared carrier product training where producers train once and many carriers see itYour own branded academy and exam design
AgentSync LearnAgencies and MGAs on WebCE tracking CE and license renewalsThe page does not describe annuity product training

The limits are real. LMS Advisor is not an approved CE provider, has no annuity course library, does not track CE hours by state and does not report anything to a department of insurance. Pick RegEd when the shared-platform model matters more than owning the experience, and keep the 4-credit course with your CE vendor. Frequently asked questions

Is the 4-hour annuity training a one-time requirement?

In most states, yes. Model 275 calls it a one-time four-credit course, with a one-time one-credit update for producers trained under the earlier rule. California is the main exception: it requires eight hours initially and four hours before each license renewal.

Who has to verify annuity training before a sale?

The insurer. Model 275 Section 7 says the insurer must verify the producer completed the annuity training course before allowing an annuity sale for that insurer. Certificates of completion or reports from approved database vendors can satisfy it.

Does product-specific training count as CE?

Not usually. Product-specific training under Section 6C is the insurer's own training on its contracts, and it is not a state-approved CE course. The 4-credit course is the CE piece.

Do FINRA-registered representatives need annuity best interest training?

Yes, where the state says so. Ohio states that all producers who sell annuities, including those registered with FINRA, must complete the training. Check each state's adopted rule.

Can LMS Advisor run annuity product-specific training for independent producers?

Yes. LMS Advisor delivers one course per product with a pass-marked check, issues a verifiable certificate on pass and can send a webhook to your sales system. It does not provide the state 4-credit course or report CE, which stays with your approved CE provider.

How long should insurers keep annuity training records?

For the period your state sets. Model 275 leaves the number of years blank for each state to fill in, measured from when the transaction is completed. A simple policy is to keep producer training files for the longest period among the states you write in.
