Best LMS for trade schools and career colleges in 2026

Put theory online with time controls, proctor the tests that matter, record shop attendance and issue certificates employers can verify.

The best LMS for trade schools puts theory online with time and completion controls, tests students securely before they sit a licensing or certification exam, records shop attendance and issues certificates employers can check. LMS Advisor is our top pick: native proctored exams, image hotspot and video-answer questions, QR attendance, lesson minimum time and verifiable certificates, in our cloud or on your own server.

This guide is for owners, directors of education and compliance staff at private career schools (HVAC, electrical, welding, cosmetology, medical assisting, CDL, IT), community college workforce divisions and CTE center directors. It covers the federal clock-hour rules for online theory, identity checks, what to look for in a career college LMS, how the options compare and how to run a program. LMS Advisor is our platform, so we also list what it does not do. We have built, fixed and migrated LMS platforms for years, and this guide draws on that work. The wider picture is in our LMS guide for education.

What a trade school needs that a college LMS does not

Picture a week in an HVAC or electrical program. Monday night, students read about refrigeration cycles at home. Tuesday and Thursday they are in the shop. Friday brings a module test, and soon some will sit an outside exam that decides whether they can work. A general college LMS handles the reading and the gradebook, and little else.

Theory online, skills in the shop

Theory (codes, safety, electrical principles, anatomy for medical assistants) moves online without much loss. Brazing, wiring a panel or backing a trailer does not. The LMS has to hold the theory, record who finished it and record who showed up for hands-on sessions.

Testing that holds up before a licensing exam

Internal exams are the dress rehearsal for EPA 608, a state license exam or a CDL knowledge test. If a friend can take the module test, you find out when the student fails the real thing. You need proctoring on the tests that matter, question pools so retakes are not memorized, and an evidence trail for disputes.

Students who study on phones

Many trade students work while they train and read lessons on a phone during breaks, often without a school email they check. Phone login and short lessons matter more here than in most college courses.

High school CTE centers add a staff side. In Texas, for example, a district that hires a new CTE teacher on a local teaching permit must require at least 20 hours of classroom management training, per the TASB school district training chart (TEC 21.055). Assigning those staff courses with due dates in the same LMS saves a second system (see our guide to LMS for teacher professional development).

Can online theory count toward clock hours?

Yes, under current federal rules, if your accreditor and state agree and you can document the time.

What 34 CFR 600.2 allows today

A clock hour is a 50 to 60 minute period of instruction in a 60-minute period. For distance education, the clock-hour definition in 34 CFR 600.2 (eCFR, up to date as of September 23, 2026) counts attendance in a synchronous or asynchronous class with opportunity for direct interaction with the instructor, and also "an asynchronous learning activity involving academic engagement in which the student interacts with technology that can monitor and document the amount of time that the student participates in the activity." The same definition says distance education clock hours must meet accreditor and state requirements, and the institution must be able to monitor attendance in at least 50 of every 60 minutes.

The 2024 proposal that has not taken effect

For negotiated rulemaking that opened in January 2024, the Department of Education proposed "removing the allowance for clock-hour programs provided via distance education to be offered through asynchronous learning" (Issue Paper 3 on distance education), and its July 24, 2024 proposed rule in the Federal Register carried the same change. As of September 2026 the eCFR text still includes the asynchronous option, so it has not taken effect. This area moves, and a program designed around asynchronous hours should have a fallback.

What to confirm with your accreditor

No LMS vendor can tell you your hours count. Your accreditor and state approval agency decide. ACCSC's Standards of Accreditation, for example, are effective as of July 1, 2026 and include Distance Education as a covered area. Before you build, ask your accreditor:

  • Which parts of each program may be delivered online, and in what proportion.
  • What evidence of time and engagement they expect for asynchronous theory, and whether a minimum-time gate plus completion records is enough or they want minute-level activity logs.
  • Whether live online sessions through Zoom or Google Meet count as synchronous instruction for your programs.
  • What they need to see about identity verification in online courses.

In LMS Advisor, the evidence you can show them is lesson minimum time (a lesson cannot be completed faster than the time you set), sequential progression, required blocks inside interactive modules, interactive video that rewinds on a wrong answer, completion records and attendance, with reports you can export to CSV, Excel or PDF. Be plain about one gap: minimum time is a floor, not a minute-by-minute log of 50 out of 60 minutes. Whether these records satisfy the clock-hour rule for your program is your accreditor's call. Ask before launch, not after an audit.

How do you prove the student who enrolled is the student testing?

Accreditors must require schools offering distance education to have processes that establish "that a student who registers in any course offered via distance education or correspondence is the same student who academically engages in the course," protect student privacy and tell students about any verification charges at registration (34 CFR 602.17(g) and (h)). The rule leaves the method to the school. Individual logins are the usual baseline, and proctored exams give you something stronger to point to.

ID photo capture and face monitoring

With native proctored exams, the student photographs an ID at the start, and webcam snapshots run through the exam with AI flagging frames that show no face or more than one face. A reviewer can compare the ID photo with the snapshots if a result is questioned. Because this is biometric-adjacent data, publish a proctoring consent and privacy notice, and if you have Illinois students, have counsel check your process against the Illinois Biometric Information Privacy Act.

Device and session lock

Single-session and device lock stop a student from opening the exam on a second device or handing it off halfway. Fullscreen lockdown runs with right-click, copy, paste and tab switching blocked and logged. Virtual machine detection, external monitor checks and heartbeat monitoring cover the usual tricks.

Evidence trail for appeals

Each attempt keeps its evidence trail. When a student says the lockdown flagged them unfairly, a person reviews the record and decides. Set a violation limit per exam and write down what happens when it is reached. More in our comparison of built-in proctoring versus bolt-on tools.

How do you build exams that look like the trade?

Proctored exams for trade school students work better when the questions resemble the job. The Test Center and assessments and quizzes offer 14 question types in exams (course quizzes support 11).

Image hotspot on diagrams

Show a wiring diagram or an engine bay and ask the student to click the component. It tests recognition the way a technician uses it, and it is harder to look up.

Video answers for practical explanations

Audio and video answers let a student explain a procedure out loud or show a tool on camera. They sit alongside the shop sign-off, not in place of it.

Coding questions for IT programs

For IT and networking programs, coding questions run the student's code against test drivers through Judge0 or Piston, hosted or self-hosted.

Question pools so retakes differ

Build pools per module with difficulty levels, so a student who retakes the test sees a different draw. AI question generation can draft items, and AI drafts are never auto-published. One scoring caveat: essay and file-upload exam questions are screening items and do not count toward the score, so keep scored content in the other types.

Can an LMS prep students for EPA 608, CDL and other outside credentials?

It can prepare and test them internally. It cannot issue the credential. EPA Section 608 certification requires passing "a certification exam offered by an approved technician certification program," and each test includes at least 25 core questions and at least 25 per technical group (40 CFR 82.161). An HVAC school can mirror that structure in practice tests, with a 25-question core pool and pools per type, and use results to decide who is ready to sit the real exam.

CDL schools under the entry-level driver training rule have a fixed number: the driver-trainee must score at least 80 percent overall on the theory assessment (49 CFR 380.715). Set the pass mark to at least 80 percent. The rule does not require proctoring, but it makes the result easier to stand behind. Other outside exams follow the same pattern: practice pools, a proctored readiness check, then a certificate for passing your internal exam (see exams and certification programs).

How should an LMS for vocational schools handle attendance and shop days?

Shop attendance is usually the weakest record because it lives on paper sign-in sheets. LMS Advisor takes attendance by hand or by QR check-in: display the session's QR code at the shop door and students scan it on their phones. Attendance then sits in the same platform as theory completions and exam results, and exports with them.

For live theory, schedule Zoom or Google Meet sessions inside the course so students see them next to the lessons (see virtual classroom and live learning). The platform does not have a competency matrix or skills sign-off, so instructor sign-off on practical skills stays in your existing checklist or SIS.

Can a career college LMS sell short courses and continuing education?

Many career schools run evening refreshers, code update courses or continuing education for graduates. The platform does not award CE credits or keep a CE ledger, and there is no native checkout. Selling runs through a WooCommerce store with our plugin, and token SSO takes the buyer straight into the course after purchase. If your site is not on WordPress, budget for running a WooCommerce store. Course translations help with Spanish-speaking students, and phone login by one-time code via SMS or WhatsApp covers learners without a working email address.

What to look for in an LMS for trade schools

  1. Time and completion controls on theory. Minimum lesson time, sequential lessons and completion records you can export for your accreditor.
  2. Proctoring you can configure per exam, without a separate proctoring vendor.
  3. Question types that fit the trade. Hotspot on diagrams, recorded answers, coding for IT, pools with difficulty levels.
  4. Attendance for in-person sessions, in the same record as online work.
  5. Certificates employers can verify without calling your office.
  6. Phone-first access, including login without email.
  7. A realistic exit and entry path. Can you import what you have, and export it later?
  8. Clear boundaries with your SIS. Admissions, financial aid and transcripts belong there.

LMS Advisor: best overall for trade schools and career colleges

Proctoring, trade-style question types, QR attendance, theory time controls and verifiable certificates in one product, plus a candidate portal for entrance or placement tests without a course enrollment. It runs in our cloud or on ordinary cPanel or VPS hosting.

CYPHER Learning: best for schools that want AI course creation

CYPHER has a page for trade and specialty schools built around "mastery-level proficiency," supports LTI and Safe Exam Browser for secure assessments, offers mobile apps in Google Play and Apple's store, and creates courses with AI through CYPHER Agent. If Safe Exam Browser is already part of your testing, or you want CYPHER Agent to build courses, it is worth a close look.

Moodle: best for schools with Moodle skills in house or through a partner

Moodle's vocational training page points to open source, MoodleCloud for "small organisations with basic training and onboarding needs," support for up to 100 languages, BigBlueButton video conferencing and the Moodle App, which it says works online and offline. Customization, hosting and support come through Moodle Certified Partners.

OpenEduCat: best for schools that want ERP and shop sign-off together

OpenEduCat positions itself as an education ERP with an LMS. It describes a competency matrix where practical skills are "signed off by instructors in the shop" and says students cannot be assigned to shop sections or have shop attendance recorded until they pass required safety modules with a minimum score. If you want a skills matrix and student administration together, look at it closely.

Canvas with Honorlock: best for colleges already on Canvas

Instructure says Canvas integrates with 1000+ external tools and offers free Student, Teacher and Parent mobile apps. Proctoring comes from third parties: Honorlock supports Canvas, Blackboard Learn, Moodle and D2L Brightspace over LTI 1.3 and installs institution-wide or to a sub-account. A workforce division already on Canvas may do best staying there.

How to run a trade program in LMS Advisor

  1. Split each program. Mark each unit as online theory or in-person shop or clinical time.
  2. Build the theory course. Sections of video, PDF and interactive module lessons, with demonstrations recorded in the Recording Studio. Turn on sequential progression and lesson minimum time.
  3. Add knowledge checks. Interactive video questions with rewind-on-wrong for key procedures, and required blocks for safety content.
  4. Write question pools per module in the question bank, with image hotspot items on your own diagrams.
  5. Configure the proctored exam. ID photo, face monitoring, fullscreen lockdown, device lock and a violation limit.
  6. Schedule live sessions and shop days. Zoom or Google Meet for live theory, QR codes for the shop.
  7. Set certificates. One for program completion, one for passing the internal exam, both with a public verification page.
  8. Watch the reports. At-risk learner insights and completion reports show who is falling behind before the exam.

If you are comparing platforms, request a demo and we will run a proctored theory exam from the student's side and the reviewer's side, so you can see the evidence trail yourself.

Implementation checklist for your first term

  • List programs and mark which parts are theory (online) and which are shop or clinical (in person).
  • Agree with your accreditor how online theory time is documented for clock-hour programs.
  • Decide which exams are proctored and set violation limits per exam.
  • Publish the proctoring consent and privacy notice, and disclose any verification fees at registration.
  • Print QR codes for shop and classroom attendance.
  • Set certificates for program completion and for internal exam passes.
  • Pilot one program for a full term before moving the rest.

Switching from Moodle or a WordPress LMS

Many career schools run an old Moodle site or LearnDash on WordPress. LMS Advisor imports Moodle .mbz course backups and LearnDash courses. Plan to re-check quizzes and media and rebuild anything that depended on plugins. Our LMS Advisor vs Moodle comparison and the LMS migration checklist we use cover what to test before you switch the old site off, especially student history you may need for records.

What LMS Advisor does not do (and how to fill the gaps)

  • It is not a student information system. No admissions, Title IV financial aid packaging, transcripts or SIS rostering. Keep your SIS and use the REST API or webhooks for enrollments and completions.
  • It does not certify clock hours. Your accreditor decides whether its records are enough.
  • It cannot issue outside credentials such as EPA 608 or a CDL. It prepares and tests students internally.
  • Renewal is built for courses. Exam certificates can carry a validity period, but renewal by retaking applies to course certificates.
  • No competency framework or skills matrix. Track shop sign-offs in your existing checklist or SIS.
  • No proctored exams in the mobile app. Students sit proctored tests on a computer, and offline saving in the app covers video, audio and document lessons, not quizzes or SCORM.
  • No native checkout and no off-the-shelf course library. Selling goes through WooCommerce, and content is yours to build or import.

Frequently asked questions

What is the best LMS for a trade school?

LMS Advisor is our pick for most trade schools and career colleges. It combines native proctored exams, image hotspot and video-answer questions, QR attendance, lesson minimum time and verifiable certificates. Colleges already on Canvas may prefer adding a proctoring tool there, and schools that need a skills matrix should look at OpenEduCat.

Can online theory hours count toward a clock-hour program?

Under the current federal definition, yes, if your accreditor and state agree and the time is documented. 34 CFR 600.2 allows asynchronous activities where technology monitors and documents participation time. LMS Advisor records completions, lesson minimum time and attendance, so confirm with your accreditor that this is the evidence they expect before you build.

How do trade schools proctor exams online?

With webcam and screen snapshots, ID capture, browser lockdown and a person reviewing flagged attempts. In LMS Advisor this is native and set per exam, so practice tests can run light.

Can the LMS give the EPA 608 or CDL test?

No. EPA 608 certification comes from an approved technician certification program, and your school does not issue CDLs. The LMS runs practice tests, readiness checks and, for ELDT providers, the theory assessment with its 80 percent minimum.

Do students need an app to study on their phones?

It is optional. LMS Advisor has iOS and Android apps on the App Store and Google Play, and students can save video, audio and document lessons there for offline study when the school allows downloads. Anyone who prefers no store download can add the PWA to the home screen from the browser, where lessons need a connection. Both routes accept a one-time code by SMS or WhatsApp.

Can we move our courses from Moodle?

Yes. Moodle .mbz backups and LearnDash courses import directly. Check quizzes and media afterward, and export student history before closing the old site.
